Our work
The Staff Council represents the interests of employees and public officials at the university (with the exception of professors and university lecturers).
Our tasks are diverse and in addition to advising employees, also include participation in decision making in many matters related to employment as well as social, organizational and other internal matters. The Staff Council is engaged with the application of all the laws, regulations, collective and service agreements as well as other administrative regulations that are in favor of employees. The Staff Council further has an advisory function in many university committees, project and working groups, complementing university policy developments or decisions.
In order to be able to fulfil these tasks appropriately, we have the comprehensive right to access to information from the executive board of the university and we keep in touch with employees in various meetings and formats.
Participation in decision making
The Staff Council meets weekly to decide upon various actions and discuss current issues related to employees' working conditions, submitted by the executive board of the university since these are subject to participation of the Staff Council in decision making. Regulations on working hours, health and safety or the use of IT and decisions concerning individual employees (such as recruitment, salary increases and contract extensions) are some examples. The Staff Council also monitors the work of appointment committees in various departments, ensuring transparent and fair procedures.
In addition, the Staff Council negotiates service agreements with the employer (the executive board of the university) in which regulations concerning various topics are targeted, e.g. the use of IT, mobile work telework or professional development. Thus, the Staff Council directly influences the general and individual working conditions at the University of Oldenburg.
Counseling
The Staff Council of the University of Oldenburg offers support in a variety of work-related issues (e.g. mobile work/telework, conflicts, bullying, overload, Academic Fixed-term Contract Act (WissZeitVG), holiday and working time regulations etc.). Positioning
One of the Staff Council's main tasks is to take a position on planned action by the employer (the executive board of the university). In addition, the Staff Council expresses its views on social issues or issues of university policy that affect employees. In this function, it contributes to the forming of opinion, supporting its views on the basis of public statements, discussions with the executive board or events with informative function.
Co-operation
The Staff Council works closely with the Representative Body for Disabled Employees (SBV) and the Youth and Trainee Council (JAV), discussing current topics at the weekly meeting of the Staff Council. In addition, regular meetings are held with representatives of the academic staff and the MAK spokespersons of the various organizational units in order to cooperate. Confinding cooperation with the executive board, administration and the faculties is also of considerable interest for the Staff Council.
Providing information
The Staff Council provides information on current developments at the University of Oldenburg and guidance on issues related to laws and regulations that affect employees' work and working environment. This is achieved via the website of the Staff Council, staff emails, formats such as Staff Council Recently (PR-Aktuell) and Staff Council on the spot (PR vor Ort) as well as through personal contact.
